Cover Girl is one of the cheapest but very good quality as far as their foundations are concerned. I use the Clean Makeup which only costs around $4 and works wonderfully.. L'Oreal is also great... it's relatively cheap as well in comparison to department store brands. They have lots of great foundations and eyeshadows. Revlon and Maybelline are okay, depending on what you're buying. I disagree with a previous comment on Maybelline mascaras - I think they're some of the worst. Their mascaras vary in packaging and labels, but essentially they are all the same; very ';watery'; in a sense that they only lengthen lashes but do not thicken, take forever to dry, and therefore make lashes stick together so you end up looking like you have 5 really thick, long eyelashes. So unattractive. Neutrogena mascaras are much better, especially the new Healthy Volume. It's amazing; lengthens, thickens, and is great for lashes since it contains olive oil.
Revlon has good eyeliners that are very cheap (between $1 and $3).
Physician's Formula is also very good and pretty good for skin. And you wouldn't think it but Bonnebell has amazing eyeshadows. They're so cheap but I swear they're the best I've tried since they come in great colors and last all day without creasing at all... Almost all other eyeshadows that I've tried crease after a couple of hours even if I put primer or foundation on beforehand. I haven't tried any of their other products aside from lipglosses but I definitely plan on it.

I really like Revlon and using their beyond natural range (foundation, eye shadows, concealer and highlighter, mascara) at the moment. Love it! Their nail polishes also last forever.
And they don't test on animals:)
Covergirl and Rimmel are very affordable make-up brands that you can buy at your local drugstore.
